Lord Voronov-Vaux: The Planetary Govenor of Stalinvast.
He is a minor mutant who can only see red light and possibly infrared. He wears a special helmet when in public to allow him to see in normal light. As with most Imperial Nobles, his minor mutation is overlooked by the Imperium at large.
